Sourcing and Contract Specialist
Urbana Campus

The University of Illinois’ Purchasing department seeks a Sourcing and Contract Specialist to provide specialized assistance and expertise to develop and implement effective sourcing strategies and contracts to facilitate activities related to procurement of commodities/services. Duties and responsibilities include:

  1. Develop requests for proposals, invitations to bid, vendor selection and sourcing and contract development, and facilitate with appropriate campus procurement representatives and key stakeholder departments.
  2. Monitor activities related to contract portfolio development to ensure compliance with contracting and procurement standards, sourcing and contracting policies and procedures, and applicable federal and state statutes.
  3. Develop and analyze annual sourcing initiatives that integrate effective commodities and services procurement strategies to identify objectives, leverage spend, and establish timelines to monitor progress for Urbana campus activities.
  4. Initiate, coordinate, and implement local and regional sourcing initiatives and contract negotiations and communicate to suppliers and sourcing teams.
  5. Manage supply/services transition plans.
  6. Provide information and follow-up to support the sourcing teams in standardized request for proposal, bid and contract processes.
  7. Establish and maintain effective working relationships with officials/staff in the Office of the University Counsel and the University Office of Risk Management to facilitate activities related to sourcing strategies and contracts, ensure contractual terms/conditions comply with established University standards, and allow contract changes to be reviewed/approved by appropriate University legal and risk management officials.
  8. Establish work priorities, assign deliverables, and resolve issues with sourcing teams and/or project teams to assure client satisfaction.
  9. Provide specialized assistance in support of the University’s supplier diversity and environmental goals related to contract development.
  10. Conduct supplier performance review meetings.
  11. Incorporate e-procurement initiatives in contract development.
  12. Analyze proposals, financial reports and other data to determine the validity of price and viability of contractor.
  13. Serve on University and campus committees/teams as assigned.

 

Candidates must possess a Bachelor’s degree in business or related field (purchasing and supply chain management preferred), and five years procurement sourcing experience for commodities and services or five years of demonstrated competencies in contract development. Other required qualifications include: specialized knowledge and expertise about activities related to sourcing strategies and contracts; demonstrated ability to produce results in a challenging work environment; demonstrated experience in identifying and implementing effective supply solutions; strong analytical skills; excellent verbal and written communications skills; strong interpersonal skills to develop and maintain good working relationships and participate in teamwork activities; ability to exercise good judgment and discretion; excellent organizational and multi-tasking skills to produce accurate, detail-oriented work while meeting stringent deadlines; and proficiency with Microsoft computer programs/applications. Other desirable qualifications include: Banner (or similar software) experience, and working in a higher education institution.

This is a full-time, 12-month Academic Professional position.
