System Council: Misconduct Prevention & Response

University of Illinois System Charter for Council on Sexual Misconduct Prevention and Response

Role and Responsibilities

The University of Illinois System established a system-wide Council on Sexual Misconduct Prevention and Response (“Council”) in early 2020. The Council works collaboratively across the U of I System regarding prevention and response efforts related to sexual misconduct. The Council is authorized by the President and supported by a resolution (University of Illinois System Task Force on Sexual Misconduct Prevention and Response) passed by the Board of Trustees at its November 14, 2019, meeting. 
The Council will meet periodically to monitor and identify common needs, issues, and trends around sexual misconduct issues across the three universities and in the system offices; to inform and provide feedback on sexual misconduct and Title IX policies, initiatives, programming, and materials; and to share best practices at the universities and beyond. The Council does not replace or oversee sexual misconduct activities that are uniquely designed and implemented at individual universities.

Membership

The Council is comprised of faculty, staff, and students from the three universities and system offices. Members are nominated by their respective chancellor/provost or the Executive Vice President/Vice President of Academic Affairs (EVP/VPAA), who sponsors the Council. The EVP/VPAA designates the Council Chair. 

Operations

The Council will meet at least once a semester. Additional meetings may occur as the Chair or the Council deems advisable.
The Council shall adhere to the following additional rules for meetings:

  • The Council chairperson shall manage the agenda, while consulting with the President and Council membership.
  • Committees and task forces may be formed from the Council and shall meet as determined by the designated committee or task force chair.
  • The Council may be assigned tasks by the President to address system-wide needs as outlined in the November 14, 2019, Resolution adopted by the Board of Trustees.
  • The Council Chair shall appoint a system staff member to keep notes of all meetings, notify members of special meetings and of important matters proposed for action at any meeting, and perform any other duties as appropriate.
