Jami Painter

Interim Associate Vice President for Human Resources

Jami Painter, Associate Vice President for Human Resources (Interim), provides strategic oversight of the System Human Resource Services (SHRS) organization, including Policy and Benefits Administration; EEO and Human Resources Information Management; and the HR Service Center.

Since 1993, Jami has worked in human resources in both the public and private sector with progressive leadership in both strategic and operational areas of human resources, the last 17 years at the University of Illinois. Jami's experience covers all aspects of human resources including employment law, talent acquisition and management, workforce and succession planning, benefits administration, policy administration, employee and labor relations, human resource information systems, employment processing and records, leave administration, training and organizational development, EEO and diversity initiatives, and compliance. Jami graduated from Eastern Illinois University with a bachelor’s degree in Business Management and from the University of Illinois with a master’s degree in Human Resources Education. She is also a graduate of the University Administrative Fellows Program and the Harvard Management Development Program. She maintains a Senior Professional in Human Resources (SPHR and SHRM-SCP) certification and in 2008 received the Central Illinois Business Magazine's 40 Under 40 Award. She is a former president of the Central Illinois Human Resources Group (CiHRG) and the current chair of the Illinois Higher Education Consortium on Human Capital. She has also served on the boards of Illinois SHRM and Illinois CUPA-HR. 

Eric Smith

Assistant Vice President for Equal Opportunity and Human Resources

Eric Smith, Assistant Vice President for Equal Opportunity and Human Resources, develops the System Office affirmative action plan, investigates discrimination complaints, oversees the academic professional search process, and serves as the system level grievance hearing officer on behalf of the President. His other responsibilities include ensuring compliance with state and federal reporting requirements, supervising the process for determining the financial impact of labor negotiations for the university’s three campuses, and serving as a System Office representative on system-wide and state-wide committees.  He is also the chair of the University Council on Equal Opportunity.

Eric has over 22 years of human resource experience that includes progressive leadership roles in employment, EEO/Affirmative Action, diversity, labor and employee relations, training and development, policy development, compliance, and HR information management.  He holds a bachelor's degree in Psychology and an MBA from Illinois State University. He obtained a certificate in mediation from Northwestern University and is certified as a Senior Professional in Human Resources (SPHR) and a Senior Certified Professional in Human Resources (SHRM-SCP).  He is the chair of the state universities’ Diversity Affinity group and has served on the boards of Illinois CUPA-HR and the Illinois Higher Education Consortium on Human Capital.

Katie Ross

Senior Director, Human Resources

Katie Ross provides oversight for two areas: regulatory/policy administration and employee benefits administration. This includes managing system-wide project teams to achieve strategic goals; coordinating compliance with State and Federal mandates; developing and interpreting HR policy; determining impact, obligations, and best practices under proposed, new, and revised employment and benefits laws; monitoring vendor relationships and ensuring compliance for supplemental benefit plans; as well as managing employee web content and communications. Katie also serves as representative to Governmental Relations and employee advisory groups, and as a liaison to SURS, CMS, and other state agencies.

Katie's private sector experience included roles in marketing and communication, and training and development. Katie's career in System HR began in October 2000. An alumnus of the University of Illinois, Katie holds a Bachelor of Science degree in Psychology and a Master's degree in Human Resources Education. She maintains SHRM Certified Professional (SHRM-CP) and Professional in Human Resources (PHR) certifications. Katie also serves on the board of the Illinois College and University Professional Association for HR (IL CUPA-HR). 

Angela Foster

Director for System Human Resource Services

Angela Foster, Director for System Human Resource Services serves as a member of the System HR leadership team and oversees the HR service center department which provides operational human resources support for System Office departments on all three universities. Department services include: compliance; implementation and guidance for HR policies and procedures; recruiting and on boarding; employment administration; leave administration; separation administration; and internal consulting and employee relations.

Angela has 20 years of public and private sector experience in human resources and her career with the University of Illinois began in 2001. Angela is a University of Illinois alumnus with a Bachelor’s degree in Sociology and a Master’s degree in Human Resources Management from the University of Illinois at Springfield. Angela is a long standing member with the Society for Human Resources Management and the Central Illinois Human Resources Group and maintains a Senior Professional in Human Resources (SPHR) certification and is a Society for Human Resources Management Senior Certified Professional  (SHRM-SCP).

Human Resource Offices

Human Resources at the University of Illinois is a complex area of work with a set of roles and responsibilities that are divided between System Human Resources and the university Human Resources offices.  One of the responsibilities of the Associate Vice President of UHR is to bring the universities HR leadership together to collaborate on initiatives that will provide the human resources support needed by the university to meet its land-grand guided mission.  The members of the collaborative leadership team and a link to their websites are listed below.
