Administrative Leave

Administrative leave allows administrators the opportunity for a paid leave of absence to stay abreast of developments in their profession, which will, in turn, enhance the University environment.

Eligibility

Administrative employees with the following titles are eligible for an Administrative Leave:

  • Vice Chancellor
  • Dean
  • Director, Assistant or Associate Director of units reporting directly to the Chancellor or one of the Vice Chancellors
  • Assistant and Associate Chancellor
  • Assistant and Associate Vice Chancellor
  • Assistant and Associate Dean

Additional criteria include:

  • The administrative position must represent a full-time assignment for Assistant and Associate Vice Chancellors, and Assistant and Associate Deans.
  • The employee is not eligible for sabbatical leave as a member of the faculty.
  • The employee has a minimum of five years of continuous service in one of the categories above or in another eligible position.
  • Proposals must be related to the individual's administrative role or to the individual's professional interest.

 


Approval

For Administrative Leave approval, eligible employees should complete the following steps by February 15, prior to the fiscal year (July 1 to June 30) during which they would like to take Administrative Leave. If February 15 falls on the weekend, the next business date serves as the deadline. Deadlines for submission of requests to college offices will pre-date this deadline, and may differ by college. Employees should consult their college office for their internal deadline requirements.

  2. Create a statement of plans and work to be accomplished.
  3. Forward five (5) copies of these two items to the appropriate supervisor for signature and transmittal to the next administrative level.

Applications are reviewed at the appropriate administrative levels, including the Vice Chancellors, the Chancellor, the Vice President for Academic Affairs, the President, and the Board of Trustees. Employees are notified of the status of their applications in June.

Priority in recommending that a leave be granted will be in accordance with the following:

  • Advantages to the University in terms of subsequent performance of University responsibilities.
  • Provision for handling of responsibilities.
  • Length of prior administrative service without opportunity for involvement in some kind of off-campus experience.

 


Length of Leave

Administrative leaves may be two (2) to four (4) months long at full salary. Service credit toward the next leave will begin with the month following completion of the leave. Service that has been counted toward a sabbatical leave cannot also be counted toward an Administrative Leave, and vice-versa. Leaves will not necessarily be granted at five-year intervals.


Benefits Continuation

While on Administrative Leave, employees continue to receive the same State and University benefits as when actively working. All State-paid contributions continue.


Compensation

Administrative Leave in duration of up to four (4) months is paid at full salary. Time spent on leave without pay does not count as service credit toward an Administrative Leave.

Employees on an approved Administrative Leave are not allowed to accept payment for employment or engage in professional practice or work for which they receive compensation. However, this prohibition does not forbid the administrator on leave from engaging in a limited amount of work that does not detract from the pursuit of the general purpose for which Administrative Leaves are granted, or from accepting scholarships, fellowships, or grant funds that offer a stipend or that have been designated for the purpose of the leave or for the purpose of study, research or scientific investigation. These funds can be accepted as long as doing so does not require the recipient to perform duties and obligations that are incompatible with the general purpose of the leave.

Should the administrator on leave choose to engage in a limited amount of such work, prior approval of the Chancellor is required. Requests in this category that will be entertained by the Chancellor include giving a limited number of lectures or performing a limited amount of other work, to be specified in the request.


Returning from Leave

Upon returning from Administrative Leave, employees must submit a written report in duplicate on their study and travel during the leave to the Chancellor.

After completion of an Administrative Leave, employees must return to the employment of the University for at least one year.
