Form I-9

To comply with the Immigration Reform and Control Act of 1986 (IRCA), the University of Illinois System must verify the employment eligibility and identity of all employees hired to work after November 6, 1986 by completion of the Form I-9. The University has adopted the following Employment Eligibility Verification Policy and Procedures.

The U of I System uses Tracker I-9, an electronic I-9 application, for completion and retention of Form I-9. For employees hired prior to the implementation of Tracker (July 2011), a paper Form I-9 was completed and stored.

Tracker I-9 Manager Training & Job Aids

Online Training

To access Tracker I-9 as an I-9 Manager, you must complete two training courses. Once complete, your Unit Security Contact (USC) must request access for you.

You must click the "Complete Course" button at the end of each training course in order for your training to be recorded. Access to the Tracker system will not be granted until completed training is recorded.

Reverifications

If you need to reverify an employee who does not have an original I-9 in Tracker, contact your central HR office for guidance.

Checking Visa Status for Reverification

You can use the Visa Status Report in the Reporting Portal to track international employment eligibility expiration dates. In the reporting portal, click UHR Reports and log in using your NetID and password. Then, in the General Reports section, find the Visa Status report.

How to Request Access to the Tracker Electronic I-9 System

  1. The new I-9 Manager must complete both online training courses. Then, the Unit Security Contact (USC) will initiate the access request using the AITS security application.
  2. The central HR office will authorize the access.
  3. Once security is set up, the new I-9 Manager can access Tracker from the Human Resource Systems page.

E-Verify

As of November 1, 2019, E-Verify is required for all new hires. Tracker automatically submits Form I-9 information to E-Verify as soon as Section 2 is completed and signed, but units and departments do not interact with E-Verify directly.

E-Verify is also required for existing employees who begin work on an eligible federal contract. If E-Verify is required for a federal contract for an employee in your unit or department, contact your central Human Resources office.

E-Verify is handled centrally at each university. Units and departments must never individually enroll in E-Verify or attempt to complete an E-Verify case.

What if Tracker is Unavailable?

All locations in the University of Illinois System use Tracker I-9 to create, complete, and store I-9s. You may only complete a paper form in rare instances, such as in the event of a power outage or during unexpected system maintenance. In those cases, you must still upload and transcribe the paper form into Tracker as soon as it becomes available again.

  • Form I-9 - Print the most current version of the Form I-9 in rare circumstances when Tracker is unavailable.

Once the I-9 has been transcribed into Tracker, contact your central HR office to initiate the E-Verify process.
